Basit (Sunny) Muzaffar

Basit (Sunny) Muzaffar, P.E., is an accomplished civil engineer with more than 35 years of experience in bridge and highway engineering. Currently serving as the County Engineer for Mercer County, New Jersey, he oversees capital infrastructure projects totaling more than $50 million, manages a team of professional staff, and acts as the County’s primary liaison for public stakeholders, elected officials, and state and federal agencies. His expertise spans infrastructure design, project management, quality assurance, and public sector engineering, with a proven record of delivering complex transportation projects on time and within budget. Prior to his leadership role with Mercer County, Mr. Muzaffar held progressively senior positions with public agencies and private engineering firms, including NJDOT, Michael Baker Jr., Inc., STV Incorporated, IH Engineers, and the Mercer County Department of Engineering. His work has encompassed bridge inspection and design, roadway improvements, planning board reviews, and the implementation of process improvements to strengthen efficiency and quality across engineering programs. Mr. Muzaffar holds both a Bachelor of Science and a Master of Science in Civil Engineering from Rutgers University. He is a licensed Professional Engineer in New Jersey, with previous licensure in Delaware and Pennsylvania. Actively engaged in professional and community service, he has held leadership roles with the New Jersey Society of County Engineers, the Professional Engineers Society of Mercer County, and the NJ Lawyers’ Ethics Committee. His career reflects a lifelong commitment to engineering excellence, public service, and the advancement of the safety and sustainability of New Jersey’s infrastructure.
