Joseph Ettore, PE

Mr. Joseph M. Ettore is the County Engineer for the County of Monmouth. He is a licensed Professional Engineer and Planner. He was awarded a Bachelor of Science in Civil Engineering in 1980 from New Jersey Institute of Technology where he was inducted as a member of the National Honor Societies Chi Epsilon and Tau Beta Pi. He also did graduate work in structural engineering at NJIT and business administration at Fairleigh Dickinson University.

Mr. Ettore began his professional career as a structural engineer with Foster Wheeler, Inc before joining the Monmouth County Engineering Department in 1983 as an Assistant Bridge Engineer. Since then, he has been appointed to several engineering positions, each having increased technical and managerial responsibilities, culminating in his appointment to County Engineer, by the Board of County Commissioners in 2004.

As County Engineer, Mr. Ettore is responsible for the overall technical and administrative supervision of the County’s Division of Engineering and Traffic Safety, which consists of 78 office, field, and maintenance personnel. He directs the planning, design and construction of Monmouth County’s extensive transportation and building infrastructure, which includes over 380 centerline miles of roadway, 980 bridge and culverts, 250 traffic signals, and over 2.2 million square feet of County buildings and facilities. Mr. Ettore is also responsible for the establishment of the Division’s operational budgets and for securing adequate funding for the advancement of Monmouth County’s Capital Improvement Program, which has an estimated annual value of over $50 million dollars. He also serves as a member of the County Planning Board, and a number of Technical Advisory Committees, including the North Jersey Transportation Planning Authority RTAC.

Mr. Ettore has been recognized by several renowned civil engineering associations, including Government Engineer of the Year in 2010 by the American Society of Civil Engineers-Central Branch, and the ASCENJ Service Award in 2011 for his work advocating for increases in Transportation Funding Programs. He frequently presents to various professional associations, including the NJ Society of Professional Engineers, New Jersey Alliance for Action, and the New Jersey Association of Counties, for which he has provided expert testimony to the NJ legislature’s Senate Transportation Committee.

Mr. Ettore is also a member of the New Jersey Association of County Engineers (NJSACE) for which he served as president in 2008. During that tenure, he established NJSACE’s Transportation Funding Committee and Legislation Review Committee. He continues as a member of those committees advocating for increased and dedicated transportation funding to facilitate strategic planning by New Jersey’s 21 counties.
